Guidelines for Interlibrary Lending in Estonia


General

The procedure of the Estonian interlibrary loan is stated in the "Regulation of the Interlibrary Loan" that was approved by the Ministry of Culture, Decree no 7 of 1999

Structure

In Estonia the national interlibrary loan centres are the research libraries being in charge of different subjects:

National Library of Estonia: social sciences, liberal arts
Estonian Academic Library: natural sciences
Tartu University Library: liberal arts, natural sciences, medicine, technology
Tallinn Technical University Library: technology, economics
Medical Library of Estonia: medicine
Estonian Agricultural University Library: agriculture
Tallinn Pedagogical University Library: social sciences, pedagogics
Estonian Patent Library: patent literature
Estonian Standard Library: standards
Estonian Children's Literature Information Centre: children's literature

ILL Centres in the county and in the cities are county and city libraries


Requesting

The national lending system is built up from smaller to bigger: the village libraries send their requests to county libraries, where the order is either fulfilled or sent forward to the National Library of Estonia or any special research library in the Republic

The research libraries fulfil the requests of their readers, from other libraries of Estonia and from abroad on the ground of their collections. It is possible to order books or photocopies with electronic request form via WWW from the National Library of Estonia, Estonian Academic Library, Tallinn Technical University Library and Tartu University Library

The joint electronic catalogue of the Estonian research libraries became accessible in January 1999, making it possible to search the integrated information system

International loan is used if the patron's request cannot be satisfied within the Republic and the user agrees to pay the postal costs

IFLA forms are used for these orders

Fax and e-mail requests are accepted

Charges for postal costs

Requests have to be fulfilled during three working days. Requests that need bibliographic checking fulfilled during five working days. Requests that are satisfied by making copies have to be fulfilled during one week


Loans

Loan period: books - 30 days, journals - 15 days, microfilms - 45 days

Renewals allowed unless the item is requested by another user

Restrictions: newspapers, records, tapes, CDs, manuscripts, maps, original graphic, art albums, reference books, books from archival collection are not lent out

The sending library pays postal costs

Postal costs for returning documents to the supplying library must be covered by the reader

The requesting library is responsible for the loss or damage of the documents and for the returning the documents to the supplying library in time


Statistics

Every ILL Centre keeps statistics of it's requests:
- received from Estonia and from abroad (satisfied either by loan or by photocopy)
- sent to other libraries in Estonia or to other countries.(satisfied either by loan or by photocopy)
